troposphere and ionosphere. In each of these papers, a heuristic theory of turbulent mixing is proposed. However, there is also available a statistical theory of turbulent mixD.ng developed by Obukhoff in 1949. This paper is concerned
with the application of Obukhoff 's theory to the radio scattering problem."
